Abstract

In contemporary public organizations, employees’ voluntary contributions beyond their job descriptions constitute a critical factor for organizational success. This study aims to examine the effect of perceived psychological contract breach among municipal employees on organizational citizenship behaviors and the mediating role of organizational justice in this relationship. The population of the study consists of personnel working in the municipalities of Zonguldak, Kozlu, and Kilimli, and the sample comprises 301 employees. Data were collected through a traditional survey method and analyzed using SPSS 26.0 and AMOS 24.0 software. The results of confirmatory factor analysis indicate that the scales have acceptable levels of validity and reliability. According to the findings of regression and mediation analyses, psychological contract breach negatively affects perceptions of organizational justice and organizational citizenship behavior; organizational justice exhibits only an indirect-only mediation effect in this relationship. The findings reveal that strengthening perceptions of justice among municipal employees is a strategic factor that increases employees’ tendencies toward voluntary contributions to the organization by reducing the negative consequences of psychological contract breaches.
